HISTORY
WESTERN STORE DIVISION
Initially when the BRO was raised in the year 1960, the two projects namely Beacon and Tuskar (now Vartak) were formed. The BRO being machine oriented Organisation, the machines were exploited extensively and need was felt for major repairs at certain stage. Thus two Base Workshops, one at Tezpur for Eastern Sector and another at Pathankot for Western Sector were raised during the year 1961. Due to increased workload of centrally provisioned spares for the Projects, during 1969 Govt of India appointed MGO Committee to examine the inventory management of spares in BRO. Based on the recommendations of that committee headed by Lt Gen KN Dubey the then MGO, the store section of Western Base Workshop (GREF) was reorganized and redesignated as Western Store Division (GREF) during 1973 and accordingly establishment was sanctioned by BRDB vide Govt of India, Min of Shipping, Road Transport & Highways, BRDB letter No. F.114 (8) /1964/Pers dated 31 May 1973.
Role Of
WESTERN STORE DIVISION
§ To prepare scaling guides of spares for field maint and base overhaul of vehicles /Equipments and establishing commonality of spare parts
§ To prepare PR Indents of spares for central procurement by HQ DGBR.
§ To progress the supply order of spare parts placed by HQ DGBR.
§ To ensure timely clearance of Insp Notes to release the payments to the firms by HQ DGBR.
§ To receive, inspect, account for, stock and preserve the spare parts
§ To scrutinize the demands placed by field and Base workshop and issue spares to them.
§ To identify non-moving spares generated and their disposal.
§ SKT Course conducted by WSD as per schedule given by GREF Centre.
§ Yong Officer Electrical & Mechanical group course organized as per Schedule of GREF Records.
§ UPLOADING OF INVENTORY HELD WITH WSD ON BRO WEBSITE
Inventory held with Store Division has been placed on BRO website on 15 May 2009 and being updated Quarterly.
Technical Activity
SCALING GROUP
§ The Scale is the technical assessment of spares required to carry out field repairs and Base overhauls of V/E/P.
§ To prepare initial stocking guides (ISG) for new equipment and review of the stocking guides.
§ The guiding factor for preparation of ISG is manufacturer’s recommendation and past experience of operating similar type of equipment . In the case of review, the guiding factor is past consumption data.
§ To establish commonality of spares.
PROVISIONING GROUP
§ To prepare indents for central provisioning of spares pertaining to Veh/Eqpt/Plants of BRO, by collecting statistical data of yearly spares consumption and assets (stock of spares) held with Field Workshops and data of SRB (scales on realistic basis) from Base Workshops. The liabilities (population of Veh/Eqpt/Plant) for which indent is prepared, is given by HQ DGBR, as per ICP. (Inventory control procedure).
§ Direct purchases up to the limit of Rs 40 lakhs yearly (each occasion Rs 1,00,000/- only) to liquidate dues out generated against maintenance demands of the field workshops.
§ Follow up action on SOs / ATs till their materialization.
§ Purchase of Cat “B” and constructional stores upto Rs. 20,000/- wherever specially authorized by DGBR in consultation of IFA (BR)/SAO as per the yearly budget allotted to Store Division.
INVENTORY & STOCK TAKING GROUP
§ To receive & preserve the centrally provisioned spares including major assemblies and issue them to Field Workshops and Base Workshop.
§ To release engine assemblies to Projects.
Disposal of non moving inventory
§ Due to technological changes the older models of vehicles /equipments become obsolete. Generation of surplus is a normal phenomenon in stocking inventory management and these are disposed off under BR Regulation Para 967.
Technical control
§ The technical control over the working of the Store Division is exercised by HQ DGBR. (Ref BR Regulations Para 1028).
