The BRO is a  work charged Organisation, which means that the pay and allowances of all personnel and the cost of administration, Task Force downwards  are included in the estimate of the work. The BRO executes work departmentally through a highly trained, dedicated, well experienced and technically competent in- house work force. Contracts are  resorted to, only for the construction of highly specialsed permanent bridges and some times for the supply of forest produce like stones and sand, which in  most of the  North Eastern States belongs to the local population.
