IFA SYSTEM IN BORDER ROADS ORGANISATION
At the time of creation of the office of the Controller od Defence Accounts (Border Roads) in 1991, it was envisaged that the CDA (BR) would also act as Internal Financial Advisor to the Director General Border Roads (DGBR), in addition to performing the roles of Chief Accounting Officer and Internal Auditor of Border Roads Organisation (BRO). The IFA (BR) had secured the ISO 9002 certificatrion in Dec 1999, for a major activity of processing and sanctioning estimates of works.
The present office of the Integrated Financial Advisor (Border Roads) - IFA (BR), seperately came into being on 1st May 2000. The IFA (BR) acts as the internal and dedicated Financial Advisor to the Director General Border Roads (DGBR).
FUNCTIONS
The IFA (BR) is integrated to the office of the Director General Border Roads (DGBR) and functions as Financial Advisor to the DGBR, as follows :-

Interpretation of Financial Regulations.

Rendering financial advice for effective financial management.

Financial scrutiny and concurrence to all cases within the delegated finacial powers of DGBR such as proposals relating to Approximate Estimates, Annual Procurement Plan, procurement, disposal of surplus, obsolete, scrap etc. under delegated financial powers.

According concurrence to cases within the delegated financial powers of the DGBR.

Examining and processing of cases to be preferred to Border Road Development Board (BRDB)/Minisgtry for approval/sanction.

Ensuring optimal utilization of budgeted funds. |
